The husband of Bhoke Ryoba, a Prevention and Combating Corruption Bureau (PCCB) official who was killed at the weekend has revealed to The Citizen yesterday that the couple had set completion of a residential housing project as its top New Year resolution.

Mr Charles Gibore said he and the deceased had set a firm End-of-the-year 2013 deadline for finalising construction of the house, and inaugurate it during the 12th anniversary of their marriage. The sorrowful widower made the revelation to The Citizen while awaiting commencement of a post-mortem on the body of his wife at the Muhimbili National Hospital (MNH).

Ms Ryoba sustained serious injuries after being shot in the head while she was parting with fellow workers at a beach in Kigamboni in the city on Saturday. She died in hospital due to excessive bleedingThe person who shot her, one Musa John, who is alleged to be a staff of PCCB, at the party, surrendered to the police and until yesterday he was still being interrogated.

Media reports had suggested that, Ms Ryoba was shot accidentally as Mr John and another person were firing into the air and water playfully. But the Police in Temeke region said they were still investigating the manner in which the incident occurred to establish whether it was accidental or premeditated.

“We need to establish the manner of the incident, to enable us decide whether the ensuing charge would be murder or manslaughter,” Temeke Police commander Englebert Kiondo told The Citizen yesterday.

He said they are also probe the suspect, Mr Musa John (34), to establish whether he is an employee of the PCCB.“We have to verify that aspect, because PCCB is a major institution whose image some people like to tarnish,” he said.Mr Gibore described his departed wife as a hard worker and an achiever. “She used to engage herself in business, one of which was a restaurant,” he said.He said his wife’s death raised many questions that he hoped the police would provide answers for, so that the truth about the incident is established.

He said the young man who fired the gun that killed his wife was reportedly her workmate. He said the duo were allegedly playing with those firearms at the South beach at Kigamboni area where PCCB staff were holding a brief reception to congratulate and bid farewell to colleagues who had been promoted and transferred to other work stations. “I can’t tell whether the killing was intentional or accidental; the police investigative machinery will sort that out,” he remarked.

Mr Gibore explained that up to around mid-noon on the fateful day, Ms Ryoba busied herself co-ordinating preparing food for the reception – an assignment she had undertaken as part of her private business as a restaurateur. He said she delivered the order to the beach at around 3pm, and she was shot dead while the staff were having fun after dinner.
